Im looking into setting up messaging web widget, does any one know if the web widget is visible to my end users during set up, or do I have to push publish or save to make it visible

You will need to embed and publish your web widget into website or help center portal to make it visible to your end users. If you're not ready, you can try and embed web widget code into a third-party / sandbox that can run HTML codes to try your web widget before you publish it into your website.
