The Blocklist field in the Admin center > People > Configuration > End users works only for ticket creation and NOT for Help Center account creation.

The common workaround is adding custom JavaScript to the Help Center registration page to validate and block generic domains (gmail, yahoo, etc.). Alternatively, enable email verification or manual approval so those accounts never become active.
