I need to disable the option to submit a support ticket without having logged in. In other words, I need to force login in order to create a support ticket. Is that possible?

You've got two options here. If you want to hide your entire help center, you'd setup a closed Help Center. If you want users to be able to search but not submit, that would be a restricted Help Center. Hi Daiana,
as Brandon already confirmed I would suggest to close the HC and to request a sign in. Otherwise you can also request to enter name and mail address in the form inside HC as well.
