Did you consider using the create request endpoint instead? (Not sure if it suits your needs and setup!)
Anyway; the API user will be used as 'submitter', but the ticket should get the 'requester' you pass in the payload to the API. Could it be that on some occasions no requester data is passed? In that case it will default to the API user.
