New ticket creation layout gone weird

My ticket creation has gone a bit odd on layout, how do I change it back to "normal" please?

This was "normal"

 

But now it looks like this and won't budge:

    Hello Nicole,
     

    You should be able to restore it to the previous layout by hovering your mouse precisely where the arrow indicates in the provided screenshot.
