All articles refer to change but I need add new. Only admins can do this.

Why can't agents "Add New" for the requestor.
@francis14 I am also experiencing this issue. Can you let me know of any workarounds so agents can add new users to orgs? Thank you.

Agents must have All tickets access to create or edit end users. On Enterprise plans, you do not set ticket access in agent profiles.
