Custom agent uses knowledge article which is not linked

I'm pretty sure that I have a custom agent which is using a knowledge article which the agent is not linked to.

I expected that only knowledge articles that are actively linked to custom agents are used although this agent is mentioning guidelines from another article

I guess this is wrong?
